Documents captured by U.S. Special Operations Forces in a May raid in Syria reveal how the Islamic State has established departments to handle “war spoils,” including slaves, and the exploitation of natural resources, especially oil.
The documents detail how a formerly small Jihadist insurgent organization has set up a sophisticated bureaucracy to handle revenue streams – from stolen oil to looted antiquities.
